The media are facing dual crises: economic and digital.
A working group[1] of journalists, publishers and other media experts have studied the European media landscape, including many past failures at EU level. The Association of European Journalists, present in many countries, asked Christophe Leclercq to chair this group.
A Draft paper was prepared and circulated in advance of the European Parliament Hearings for Commissioners Designate in September 2014. Then it was discussed at the annual AEJ Congress in October, 20 pages, copy here. Fondation EurActiv hosted the working group and decided to speed up the debate, with the #Media4EU event and “Yellow Overview”.
Typically, each EU mandate takes at least one policy initiative regarding press freedom or pluralism: good. Charlie Hebdo reminded us that it is not a given. How about tackling the economic challenges? Just like any other key EU sector, the Juncker Commission could trigger strategic thinking, not necessarily direct intervention.
ISSUES: HOW CAN EUROPE HELP THE MEDIA SECTOR RESPOND TO THE CHALLENGES?
RECOMMENDATION: DEVELOP AN EU STRATEGY, implemented during 2014–2019
We recommend that the EU and stakeholders urgently review the following 6 Policy Principles along with 6 matching Practical EU Actions. These could be facilitated by establishing a High-Level Group now to advise on EU media policy during the current mandate.

ORIGINES & PROCESSUS : RAPPORT RÉALISÉE PAR PROFESSIONNELS DES MÉDIAS AU COURS DES 18 DERNIERS MOIS
Les médias font face à une double crise, économique et numérique.
Un groupe de travail[1], composé de journalistes, d’éditeurs, et d’autres experts des médias, a étudié le paysage médiatique européen et ses nombreux échecs passés. L’Association des Journalistes Européens (AJE), présente dans de nombreux pays, a demandé à Christophe Leclercq de présider ce groupe de travail.
Un document de travail avait été préparé et avait circulé avant les audiences des commissaires devant le Parlement européens en septembre 2014. Ce document de 20 pages, disponible en ligne, a ensuite été discuté lors du Congrès annuel de l’AJE en octobre. La Fondation EurActiv avait accueilli le groupe de travail et a décidé d’accélérer le débat grâce à l’évènement #Media4EU et au « papier jaune » (voir verso).
Généralement, chaque mandat de l’UE prend au moins une initiative politique vis-à-vis de la liberté de la presse et du pluralisme, et c’est une bonne chose. La tragédie de Charlie Hebdo nous a rappelé que tout n’était pas acquis. Comment s’attaquer aussi aux défis économiques ? Comme pour les autres secteurs clés de l’UE, la Commission Juncker devrait réfléchir à une stratégie sans nécessairement intervenir directement.

Nous demandons à l’UE et aux parties prenantes de prendre connaissance de manière urgente des 6 principes politiques suivants et des 6 actions concrètes correspondantes. La création d’un Groupe de haut niveau ayant un rôle consultatif sur les politiques médiatiques de l’UE durant le mandat en cours permettrait de concrétiser ces propositions plus aisément.
